Add resource carousels to the new open front page #3897

We would like to add carousels for Upcoming courses (with a menu for filtering for selecting All, Certificate, Micromasters or Professional ed) Popular Learning Resources New Videos from MIT Upcoming Professional Education Course (in a separate, highlighted box)

Since I've been working on this for a while I will put just the desktop UI up in the initial PR with a followup to fix the mobile view.
