Update CI tests to run on Lilac #100

Currently, our tests for Rapid Response in CI run on mitodl/mitx/koa and we'll need to run them on mitodl/mitx/lilac once we have things set up and in place for our Lilac branch.

What needs to be done:

Update ci.yml to run the tests on Lilac release of Open edX.

Please note: that this issue should be done once mitodl/mitx/lilac has the needed commits cherry-picked https://github.com/mitodl/edx-platform/issues/254.

Acceptance Criteria:

[x] All the tests are passing
