What's this PR do?

Gets the tests up and running again.

Fixes pytest startup
Fixes CI python version
Refactors the removed attributes in edX and uses the new ones instead
This basically fixes all the tests that were failing and showing all different types of symptoms e.g. XModule runtime issues, Problem runtime issues, Publish event issues, Binding issues, etc.

How should this be manually tested?

Make sure you are on master branch or palm release of open edX locally.
Basically, take a good look at the file changes and see it anything looks out of order
Test the rapid response xBlock, Although all the changes are just in the tests, But it would be a great idea to test the xBlock itself.
