add mass build settings #1584

Description (What does it do?)

This PR adds the OCW_MASS_BUILD_BATCH_SIZE and OCW_MASS_BUILD_MAX_IN_FLIGHT settings appropriate for each environment

How can this be tested?

No testing necessary, just adds env vars
