Testing revealed that setting OCW_MASS_BUILD_MAX_IN_FLIGHT to 80 was too optimistic and doesn't allow more than one build to be run at a time. This setting has been reduced to 20. The AWS_ARTIFACTS_BUCKET_NAME has also been set to ol-eng-artifacts in every environment.

Deploy to RC, run two of the new mass builds at once
