Fix OIDC lookup for MITOpen #1591

Updated the lookup of SOCIAL_AUTH_OL_OIDC_SECRET for MITOpen to refer to the location that the keycloak substructure stack stores the secret in vault.

FYI @collinpreston this is a managed location for the thing we replaced yesterday rather than manually maintained value we used.
