Debugging: Move testing3 and testingDepth to Forth and add conditional compilation

Move the testingDepth to Forth itself so can be set via a constant, maybe have testing3 check that?

• [ ] Switch testing3 etc to set it
• [ ] Switch things that test this.testing to use it
• [ ] Switch things using this.debugdepth
• [ ] Add a flag for Safety and define \SAFE
• [ ] Add a flag for Testing and hook into \T
• [ ] Go through code and move some to \SAFE
• [ ] ADd \SAFE tests to: stack/spop/spush;
• [ ] Add \FILES and comment out all files stuff
