Fixed "Cannot GET /" bug #576

User was changed after building and installing dependencies in dockerfile resulting in permission errors. This is fixed
Added deployment with docker compose

Thank you for your contribution @FideliusFalcon! This would be a great addition to the Navigator. Would you mind resolving the Dockerfile conflicts with the develop branch? Once those are resolved, I will merge in these changes.
