Workflow to automatically regenerate /docs on every push to master and pr #167

This PR requires further testing w/r to having the correct repo pulled down. Please don't merge it yet.

Tested it with help from @Hookwitz and @aaronlippold.

Successfully able to pull from forks' prs (https://github.com/Amndeep7/car/pull/1) and internal prs (https://github.com/Amndeep7/car/pull/2).

This pr is good for review/merge.

Add this snippet when #170 gets merged.
