This is work I was doing a while ago, as with the other PR and just got put on the back burner.

Please review and see if it is useful, take what is, and close the branch and PR.

@aaronlippold the setup-dev-env.ps1 is OBE by the setup-dev-env.bat file I created and it is merged into Heimdall. So this PR can be closed after the docker-compose worked is verified.
