• [ ] 1. confirm current actions are working as expected
• [ ] 2. create or modify github actions to generate inspec profile stubs from all XCCDF files and place them into an inspec_stubs directory (adjacent to "DISA" directory under benchmarks)
• [ ] 3. create or modify github actions to generate the profile json from the profile stubs using cinc-auditor json command and place them into an json directory (adjacent to "DISA" directory under benchmarks)
• [ ] 4. transition from stigs.json to a new sqlite database (get database schema from @ChrisHinchey) - keep track of URLs to xccdf, inspec_stub dirs, and profile json in the schema
