Update license from MIT to Apache 2.0.

Update instructions stating that you should add to the gemfile to include the URL for MITRE's github repo.

gem 'inspec_tools', :git => "https://github.com/aaronlippold/inspec-tools"

Mention the project uses semantic versioning (https://semver.org/).
