Add additional error checking and documentation surrounding the xccdf… #194

…2inspec -r option. inspec_tools will output additional help text when NokoGiri finds invalid XML start tags within xccdf XML tags. Also add SecurityOverrideGuidance as a valid tag within the xccdf .
