Closes #91 .

Add test result data into produced XCCDF XML in order to fully comply with the XCCDF 1.1 specification
Address current bugs that result in non-conformant XCCDF
Address bug where XCCDF to Inspec produces a rule fix_id and the Inspec to XCCDF reads fix_ref.
Add XCCDF 1.1 XSD validation tests
Add HappyMapper objects for TestResult translation.
Add test formatter and Rake task to exclude slow running tests

@Bialogs I see this needs to be rebased on master. Do you prefer that waits until the end or may I do it now?

We can wait for the rebase thanks. I'll need some time to go over the changes.

Yes README.md has been updated and we have an additional page (linked from the README) specifically for the new features.
