Updated profile for V2R2 of the 2019 STIG #59

We will need to tag and release the previous version prior to merging this in, then we can do a tag and release on this version

and I would like to close or resolve the current open issues as well - then we can tag V1R1 and V2R2

Looks like https://github.com/mitre/microsoft-windows-server-2019-stig-baseline/issues/31 was fixed by https://github.com/mitre/microsoft-windows-server-2019-stig-baseline/commit/3044a498c9afed18973ae0d00e94ee3402c0bae1

Can you resolve the merge conflicts and then we can work on tagging each release

I would ask that if you want to merge this that you pause any other merges since this one is large and all the file names changed.
