Prioritize and update sponsor and vendor lists #259

We need to: 1) Review all sponsors and vendors to ensure we are actively working projects with them 2) Pick five sponsors and vendors we want to be able to talk about during presentations and make sure they are the first in their respective sections of the homepage

We'd also need to tweak the homepage to be able to show the list in priority order.

ADD: Rancher Federal (already has an image on saf site v1) REMOVE: SIMP project RENAME: Cerner ==> Oracle PRIORITIZE: Progress Chef, VMWare, Sophos, Lockheed Martin, Rancher Federal

Prioritized lists are in order. Check to see if new sponsors/vendors have official branding pages.
