Switch to javascript

This changes the action to a JavaScript action instead of a Docker action.

• This includes a package.json and package-lock.json file for specification of dependencies.
• The action.yml file is modified to use node instead of Docker.
• The node_modules are committed for access from the action user. (An alternative of using vercel/ncc to compile into one index.js was not successful at this time.
• The index.js file is updated to not allow a call to view:heimdall. The Readme notes this as well.
• A dependabot workflow was added to update the package-lock.json file with latest versions of dependencies (including mitre/saf). The auto-approve-and-merge workflow rebuilds the node modules and merges into main.

Nah it's fine. It's cause we are being forced by how GitHub actions is expecting things to work (and as done in their official examples) to include the node_modules in the repo which means that the repo size is stupidly bloated.
