SupportsContinuous Contact Function #411

Description

This PR adds a new function to the Sandcat Contact interface. Existing contacts beacon intermittently to the server, but new contacts may need to support continuous connections between the server and the agent. Such contacts will need a different execution path than beaconing contacts. This function allows the agent to determine whether a contact needs to follow the beaconing path or continuous path.
