Does the SCTK which can be publicly downloaded at this site support spin-orbit coupling?

I would like to know whether all functionalities of the code used in the paper at https://journals.aps.org/prb/abstract/10.1103/PhysRevB.101.134511 are supported in the code which can be downloaded at this site.

Yes, the all functionalities used in that study are implemented in the code in master branch.
