better RST formatting in README
add example of how to specify the python version.

I was surprised the build failed as I only changed the README in this pull request. Looking at the build log it failed only for python 3.3. The relevant part of the output appears to be:

wheel requires Python '>=2.7, !=3.0.*, !=3.1.*, !=3.2.*, !=3.3.*' but the running Python is 3.3.6

which meant that wheel failed to install on python 3.3. So not related to this pull request.
