Decouple C++ and Python parts #1

Monolithic docker containers are not easy to maintain. Will probably need versioning to keep track of breaking changes.

Have begun work on this. C++ is now being built by github actions outside of a docker container on both macOS and ubuntu.

More testing to be added.
