Currently, there is no way to see a list of available JIRA tickets for the default project. In addition, the user enters the issue number in a field at the bottom of the ST window.
I would request that the "Get Issue" option instead open in a palette such as the one opened when you press cmd + P. The list seen in the palette--when initially opened--could contain all issues for a project or perhaps just the 500 most recent if memory or something else creates a problem. Each palette cell could show the PROJ-### and summary in the top line and one or more fields with associated values in the bottom line (the line with smaller text). Typing in the palette's text field would sort the results using ST's default algorithm.
