Change CI to Github Actions #67

This PR changes CI to use Github Actions instead of Travis. I also updated the versions of Django/Python that are tested on to those that are currently not end-of-life.

Github Actions are free for open source repos, and will integrate well with the PR workflow.

Add Github Actions as CI
Removed travis file, cleaned setup.py, edited readme badge
