feature: midi file playback as data #8219

I have a user that wants to be able to load a midi track into a deck as data, not outputting sound. With midi output, this would mean a rate adjustment would change how fast the midi data is played back over the output. This would allow producers to create midi loops and then juggle them with live hardware as if they were tracks.

Obviously this is a huge lift and would require a very different signal path than EngineBuffer -> EngineMaster.
