fix --self-upgrade not working on Windows #650

I have make a fix for issue #477

@iamlgh This file is auto-generated and you're not supposed to edit it. Any edits to this file will be overwritten the next time the generator runs. You have to patch Menlo::CLI::Compat module instead.

@miyagawa, I didn't see that at the top, sorry! You would have had to make the fix anyway because I wasn't able to find the file to edit in the repo before I looked into your fix, anyway.
