workflows: Create PR on translation template update #642

It requires a workaround to run on: push to master branch. Details are https://github.com/peter-evans/create-pull-request/blob/main/docs/concepts-guidelines.md#triggering-further-workflow-runs.

In my fork, I went with SSH keys option (https://github.com/peter-evans/create-pull-request/blob/main/docs/concepts-guidelines.md#push-using-ssh-deploy-keys) and it's working now, see https://github.com/oscfdezdz/extension-manager/pull/8
