It feels risky to suggest this, but all code has a cost because it needs maintenance, so if we've never needed it before... let's just remove the entire review workflow: the checkboxes, the column in the database, and the admin-editable view. If there is an abusive nicety, staff can work with maintainers to remove it at the database level.
