Track metadata about the day #18

As a stats keeper, I want to track details about the day, so that I can provide context to the launch outputs.

For example, tracking what is submitted in the VGS Ops Data Return (stats) for each day (weather, staffing, awards)

Will be worth adding the MT state as well, but unsure if we are reporting this back on the GUR anymore?
