Fundamentally, the send-community option is a leaf-list. When configured at a less specific scope (global/group) the current paradigm doesn't provide good guidance as to how to revert back to "send-community none" for a more specific scope using inheritance.
An option suggested in OC is to leverage an empty leaf-list. This would require documenting the behavior in the leaf-list description.
