new version 1.13.0-rc1 #7

@mjg, just in case it helps, version 1.13.0-rc1 has been released.

It would be great to have it packaged in copr to test issues before the stable version is released.

Thanks for the ping. Package is built in copr.

I'll experiment with bundling some libs before release.
