Why exclusively dash for documentation?

It strikes me as odd to require users to download and install an entirely separate application to get to the documentation, when all other documentation I've ever heard of is hosted on a static website for maximum convenience. What is the rationale for moving off of Hydra's perfectly fine online documentation to dash exclusively for Mjolnir?

@justmytwospence I didn't want to write two separate documentation generation scripts. Someone else is welcome to if they want.
