localhost with mqtt #36

Make system work from VS and powershell script on premises. Now it crashes unexpectedly. On premises only. Include develpment settings jsons.

Tip: make bad weather generator method always return good weather for now. We ll test logging and planes correctlu resubscribing from and to mqtt queues as they arrive to theri destination airports.
