[x] Issiues on localhost PS launch - concurrency access to the same ddl when launching project multiple times.
[x] Issiues on first call that adds planes or airport - when it misses it calls update and constantly failing - add re-try mechanism (maybe use polly?)

got actual fixes after updating add logic in controller and airport service in #47
