On today's call, @ihlar asked about renaming the main branch charter to charter-stable, because we aren't updating it before the BOF. After discussion, @SpencerDawkins realized we'll likely have additional charter versions that we want to checkpoint for the casual user (at least one for internal review, and one for external review), before the working group is approved.
Also update the link in the README that points to the charter-submitted-with-119-BOF-request.
