Create a category of tests that can be applied to all packages #1

The validate MODS test would it into this category, and we could add UTF8 validation.

Depends on #2.

Now that the post-iipqa framework is fleshed out, perhaps it's best to stick with only content-model specific tests in the core classes and use post-iipqa scripts for all other tests.
