Add a submodule that enables the creation and binding of ARKs #11

In the process of understanding what we need to mint and use ark. Will provide more info soon.

You have already made it as a plugin in architecture, which makes it easy for us to extend as well.

A general functionality that might be useful for all, regardless of pid type would be this one: https://github.com/mjordan/persistent_identifiers/issues/12
