Break out submodules for each chart #3

The main Preservation Reports module could be generalized to serve as a framework for submodules that render charts. If that is the case, its focus could shift from preservation to a more general reporting.

Idea for this: each submodule would provide a chart in a block, which could then be displayed in the body of /admin/reports/preservation_reports.

I'm happy to start work on this - @rosiel and @ajstanley let me know what your preference is.

Blocks are not a viable implementation for these charts since admin pages in the Seven theme (the default admin theme), such as /admin/reports/preservation_reports don't have the regions necessary to include blocks.
