Write a console command that will write out failed events #32

So admins can get a report on failures. Should support same parameters as REST API, e.g., resource id, outcome, timestamp start and end, sort, etc.

E.g., ./bin/console app:riprap:get_events --output_format=csv --outcome=fail --resource_id=http://localhost:8080/fcrepo/rest/IMG_1410.tif
