Mini-pages and boxes do not work, because sometimes legislation must extend over more than one page.
Attempts to encourage LaTeX to do the right thing are difficult, because of the way environments and lists work.
Least worse solution may be for users to make minor adjustments manually, where this causes a problem.
Skeleton does not realise that it should try to keep legislation on the same page.
