Disable the 'Delete' option #385

We have kids who love to click on buttons and it happens that accidentally 
games are deleted. A nice option would be to add a setting where you can 
disable the 'delete' option.

By the way, maybe it's very easy to have this disable option in the .ini file 
(hidden). So you don't have to write a complete settings rule for this.

Oke, is saw that it can be disabled by parental controls.
No need for this feature, sorry.
