Distinguish between build-time vs run-time dependencies #13

This is a two-part issue:

Change .table files in individual products to distinguish between build time and runtime dependencies
Change how meta.yaml recipe is built to take this into account.

The changes implemented in #42 go a long way towards end-to-end support for this.

Once the .table files are updated to track build & runtime deps separately, and those get propagated to the manifests we read as inputs, this will be very easy to finish (maybe an ~hour of work remains).
