I'm not sure if 1.0.1925 or 1925 makes more sense as a version string. It would be convenient to tag conda-lsst with the same string.

@mjuric I don't have commit rights to this repo but this PR should be ready to commit. I'm going to move on to the w_2016_08/b1926 tag tomorrow.
