Document license issues surrounding models #223

We have been really careful about complying with the software licenses of our 
dependencies.  However, we need to document the license issues regarding models 
we build from various corpora.  I think a notice in the form of a disclaimer 
should suffice (e.g. "there may be restrictions on the data used to build model 
xyz that might limit commercial use of this model")

Also, we should document what data was used to build various models in the 
first place.

We'll also add a MODEL file to each of the wrapper modules, indicating that the 
model may a have different license from the code.

Added a MODELS file describing the potential licensing issues and explaining 
how to train the models for ClearTK-TimeML in revision
