It doesn't work on htc shooter 3d in 3g #310

I find the 3g rules doesn't work on my mobile at all, it only works for wifi. 
Even I don't allow any applicaion to access 3g network, all the application 
still could.
My 3g interface is rmnet0, although there is rule for rmnet+, it still doesn't 
works.
