Need to have a list of whether the commodity is equivalent to the FBS item #31

A list is required, so that when the commodity does not have an yield/extraction rate then we know we can apply 1.

This is also a fix to the problem that when the processed good itself is aggregated it's own special FBS item rather to its own primary equivalent. For example, "soya bean oil" and other oils are standardized into its corresponding oil group rather than "soya bean" and thus the extraction rate should not be applied.
