start consul using dockers
create new project lifebook.core.services
- create a new project ServiceLocater
- this will help locate the service https://github.com/PlayFab/consuldotnet we are going to use a library to connect to consul

-- future consideration

production deployement we need to also consider something might change so make everything as configurable as possible

working on this issue
