Scheduled Docker Hub Rebuilds #7

Using a scheduled Github Action, automatically rebuild the image residing in Docker Hub to ensure the base image it is built off of is up to date and secure.

This is mostly in place. Testing the new tagging that was integrated in #21 seems difficult to do. Re-running the action from the Actions tab has it re-running an old version of the update-image.yml file. Waiting and watching until tomorrow at noon to see if it was successful.
