(samsung-magician) support ahk_v2 & upgrades/forced reinstalls

Description

rewrote the .ahk installation script to use v2 syntax and added support for upgrades and forced reinstallation

Motivation and Context

the current package uses AHKv1 syntax but the dependency autohotkey.portable package version has been upgraded to v2 which broke the installation script.

chocolatey-test-environment and local machine
