It should refer to 0.69.1 instead...
Is this file generated manually or automatically?

I don't know why they need so much space, that is massive for what functionality it provides. Maybe they are shipping a browser in it now or something?

It looks like this is going to take "some time" to get sorted out...
I think I better will upgrade PowerToys using its own upgrader ;)
In the meantime, I will leave this issue open.

It doesn't have to do with size of installer. The Powertoys team has switched the installer model to support machine-wide and user-instance installs now (it used to be machine-wide only). The package will have to be rebuilt to recognize the different installers, and handle the appropriate one.

If you truly feel that way you can use the Chocolatey process to request a new maintainer, and you can also request to become the maintainer if you want.
I personally don't believe it is abandonware yet. This developer has been pretty on top of things up till now, maybe they are having a family emergency or some other issue. I hope they are all right and that this package does get updated soon, however, if it doesn't, Chocolatey does have a process in place to deal with that.
Looking like (to me) does not imply it is.
I also think it is not the time yet to ask for a new maintainer and for sure I won't be ;). (BTW: Also hoping too that the current maintainer is well without any issue).
But it is worth noting that more than a month ago it was suggested what now it seems to me is happening (as you point out: #184 https://github.com/mkevenaar/chocolatey-packages/issues/184).

choco outdated does not detect yet that version 0.69.1 is available?
choco info powertoys
still shows 0.68.1 as the current version.
I think It shouldn't be closed until choco info powertoys
states the
"real" current version.

A new version is pushed, should be available in the next couple of hours when automated checks are complete. There is no need to keep the issue open until those checks are complete
Expected Behavior
After a new release chocolatey should offer an upgrade
Current Behavior
Powertoys stays in release 0.68.1 and for an unknown (to me) reason does not offer an upgrade to 0.69.1
Possible Solution
Review the upgrade process and offer an upgrade to the latest version (in this case: 0.69.1)

Context
Powertoys own upgrade feature is notifying an updated version exists but chocolatey do not.
