Convert PowerToys to non-embedded package due to the installer size

Motivation and Context

PowerToys installer grew too large, Fixes #193

How Has this Been Tested?

Ran update.ps1 on a Windows 10 system, and it updated the package. Installed the package on a Windows 10 22H2 system.
